Was he shot in cold blood?

Was the initial account of Menezes running through the station wearing a winter jacket and carrying a backpack simply a fabrication?
According to documents obtained by ITV News from the Independent Police Complaints Commission (IPCC), which is investigating the shooting, Mr de Menezes was filmed on CCTV cameras entering the station at a normal walking pace and even picking up a free copy of the Metro newspaper. He was wearing a denim jacket.
This is truly scary. I thought something like this could only happen in a place like Pakistan where “encounter killings” are common. But in Britain? For the crime of being of the wrong color?
